A legal analysis is offered regarding the legal regime for the use of the urban subsoil, and the legitimate hypotheses of compensation to its owners, given the disposition of its use by the Administration, as is the case of the construction of a public infrastructure work that includes a highway, which is built on and occupies the subsoil.
