This research explained the institutional strengthening of the Chilean Budget Office during the period of 1990 – 2017, through the variables Political Will, Technocratic Impulse, and International Influence independently first, and then integrally within a Process Tracing, to conclude that this strengthening was mainly caused by the motivation of a group of technocrats, which led the process within that institution. The institutional strengthening of the Chilean Budget Office within the public system can be understood through its instability over time, its imposition of rules towards other public organisms and its accumulated knowledge about the public sector.
